Job Purpose
To serve as the principal shore-based safety resource responsible for the planning, auditing, and strategic management of the company's Quality, Health, Safety, and Environmental (QHSE) policies. This role oversees all fleet and onshore operational support activities in Tanajib, ensuring full compliance with international maritime safety standards (ISM, ISPS, MARPOL), client vetting requirements, and local regulations while promoting a culture of safety excellence.
✅ Key Responsibilities
Fleet & Compliance Oversight

Ensure all fleet and shore operations strictly adhere to Major Oil & Gas Client vetting requirements, safety procedures, and local KSA regulations.

Lead the preparation, documentation, and follow-up necessary to ensure the entire fleet achieves and maintains necessary client-specific approvals.

Plan and execute a rigorous schedule of internal vessel audits (planned and unplanned) and oversee QHSE compliance within the Tanajib shore base, site, and office areas.

Manage, review, and continually improve the company's Safety Management System (SMS) in alignment with ISO 9001, ISO 14001, and ISO 45001 standards.

Conduct Safety Inspections, CEHA, and other required inspections on company assets, including vessels and shore-side areas.

Work closely with Vessel Captains to ensure comprehensive knowledge of marine procedures and strict compliance.

Provide QHSE training to the workforce, both onshore and offshore.

Collaborate with client Marine and QA departments to identify and implement remedial actions for safety improvement.

Produce safety communication materials, such as Safety Flyers and presentations, to share vital information across the organization.
Incident & Performance Management

Lead shore-based investigations for major incidents, accidents, and serious near-misses using formal Root Cause Analysis (RCA).

Compile, analyze, and present detailed QHSE statistics, KPIs, and monthly performance reports to senior management.

Act as the primary safety liaison between the company, client inspectors, external auditors, and regulatory bodies.
Training & Culture Development

Develop and implement shore-based training programs, including crew inductions and specialized QHSE modules.

Verify the effectiveness of onboard emergency drills and provide constructive feedback to vessel management.

Champion adherence to ISO 14001 principles and MARPOL regulations to minimize pollution and monitor waste management.

Qualifications & Requirements
Mandatory Requirements

Vetting Approval: Must be immediately eligible for or currently hold QHSE Officer approval from major regional oil and gas entities.

Safety Certification: Minimum NEBOSH General Certificate in Occupational Health and Safety.

Specialized Training: Valid H2S Awareness and HUET/BOSIET certificates.

Environmental Certification: Hold an Environmental Certificate (e.g., ISO 14001 training or NEBOSH Environmental Awareness at Work).

Language: Native or professional fluency in English (Written/Spoken). Must pass a mandatory proficiency test with a score of 80% or higher.

Experience: Minimum 5 years of progressive experience in the maritime, offshore, or oil & gas sectors, with at least 3 years focused on QHSE operations or shore-based safety oversight.
Technical Skills

Certified in Risk Assessment and Job Safety Analysis (JSA).

Certified in Accident/Incident Investigation methodologies.
Education & Marine Qualifications

Certificate of Competency (COC): Must hold an International Marine Qualification (STCW) with a minimum of STCW II/2 (Master/Chief Mate) or STCW III/2 (Chief Engineer/Second Engineer).

Degree: Bachelor’s Degree or recognized certification in Marine Engineering, Nautical Science, Safety Management, or a related technical field.

Preferred: Lead Auditor qualification (ISO 45001, 9001, or 14001).
